berlin international congress center by ursulina schüler-witte and ralf schüler was opened in 1979. it seems, that its sheet metal shell is needed to protect from outside atmosphere (this is probably, why rushing by drivers ignore any non-sheet-metal-shelled live like us walking or cycling folk around....). a planed underground train station (to allow pedestrians access without touch of hostile atmosphere) was never completed.
just found an article about a study to reuse it as berlin county library instead of congress center after refurbishment (while necessary refurbishment happens, there will be a newbuild building for congresses anyway, that just emerges instead of torn down deutschlandhalle.) i like.
